It is becoming generally recognised that insurance against third paitj risks is necessary in the interests of innocent victims of accidents, but i will bo seen that the subject is a difficult one to handle and that a lair and workable scheme cannot bo .evolved in a week or a month. Nevertheless, the - 'first step of making third party insurance compulsory on all owners of motor vehicles might well be taken leaving to insurance companies the task of appraising the risks nnd fixing the premiums. Some of them are doing this now, and every year will give them more knowledge and experience.
