The enforcement of the Daugherty order aiming at preventing steamers visiting American ports from carrying liquor, has been again postponed to the 21st inst. The Attorney-General, Mr. Daugherty, has ruled that the-sale or carrying of liquor in all vessels, American or foreign, is illegal within the threemile limit. The decision, which has been approved by President Harding and Mr. Hughes, ends the peculiar situation in which American Shipping Board vessels have been advertising liquor on board, while considered American territory and thus under the prohibition law. Mr. Daugherty rules also that foreign ships' cannot carry liquor, even as stores, within the three- [ mile limit, which will seriously affect British shipping. It is expected that j shipping interests will wage a stiff j battle in the Supreme Court.
