The Colonial Office, which has been investigating ,the depression in the a-tibber growing industry has issued a ;^eportj which Mr: X&urchilT has -approved, recommending a restricted output from Ceylon,, Malay, and Straits Settlement on a sliding scale calculated on a three" months period until the price of rubber averages 15d a pound. The first stage will be the authorisation of expofb not exceeding '60 per cent: of the standard production at a minimum export duty, thereafter five per cent, quarterly in export; production at a minimum duty. As it is rieces•sary the proposals have to be approved 'by the colonies concerned, several British1 estates in the Dutch East Indies have offered to co-operate by a voluntary restriction ■ of output.— Beuter. ; :>.'^M
