BY CABLE—PEESS ASSOCIATION—COPYRIGHT WASHINGTON, Oct. 10. It is understood that President Harding has decided to make a definite series of moves towards the adjustment of war debts to the United States preliminary to partaking in an economic conference with European nations.

The plans contemplate: Firstly, a session with British commissioners, which will determine how far Britain is able to settle her debts.

Secondly, if the British negotiations fail, due to the limitations imposed by the Debt Funding Commission, President Harding will ask Congress to extend the powers of the commission. Thirdly, the acceptance of the invitation to partake in a conference to consider the financial and industrial affairs of the world, which it is expected will be called as soon as Europe knows America's willingness" to join such a meeting.
