JAPANESE PLOT.
SHANGHAI, April 26. Dispatches states that General Wu l Jei Fu has complete evidence that General Chang Tso Lin's expedition against Pekin was a Japanese plot, designed to stir up strife in Shantung, and thus furnishing the Japanese with a pretext fur sending troops, ostensibly to quell the warfare, but really to maintain a hold on the province and the railway.
