P, Massoy addressed an audience of 400 Jeading Citizens of Vancouver afc a luncheon to-day, and had a most enthusiastic reception A number of New Zealanders were present, including Sir John Findlay. Mr. Massey's subject was some aspects of Empire problems. Ho was m great form and spoke for an hour, when the audience asked him to continue. Thiß is Mr. Massey's first address on the subject since the Imperial Conference. Mr. Massey described the conference as a great success, which laid tho foundations for tho superstructure of a British Empire which would dq of great benefit, not only to the present but to future generations. He quoted Mr. Lloyd George's speech summing up the work of the conference, in which the latter* made it plain that the conference was now an Empire Cabinet, vested with the powers of a Cabinet. Mr. Massey traversed most of the principal points of the conference, and was continually applauded, and at the end of his speech h© was cheered.

The chairman said it was the first opportunity the province had of hearing -at first hand anything about the conference, and it had been a great privilege to have the honour of hearing such a statesmanlike account of what happened on the vital points. He thanked Mr. Massey, on behalf of the town, for his great address. Mr. Maesey addresses the Victoria Canadian Club to-morrow forenoon during th.o stay of the Niagara at Victoria.
