The New York Evening Post's Pekin correspondent states that the Japanese Minister, JVI. Obata, handed the Foreign Minister, Dr. Yen,, a memorandum embracing Japan's basic proposals for the, return of The three; points* are: (1) Japan will return Shantung with full sovereignty and jjolitical-i rights j (2) the joint Chino-Japanese; operation of the Shantung railroad; (3): the immediate withdrawal of Japanese troops from Shantung, including Tsingtao.
