LONDON, May 21. The House of Commons passed the second reading of the Finance Bill. Sir Edward Carson deprecated the Labor proposal for a levy on capital as an unsound method of taxation. He said that Britain owed preference to the Dominions as a mark of gratitude for their splendid share in the war.
