Members must bind themselves to submit disputes to arbitration or the recommendations of the Executive -Council.- If a, nation discards the League'a ruling the Executive Council shall decide what action shall be taken; ..' The covenant provides for a reduction of armaments, and declares against private ownership of munitions. The covenant also establishes a general Council of Nations with an Executive Council meeting at frequent intervals; also a permanent international secretariat. . . :V The preamble recites the establishment or mternational laws as the ruJ© of conduct amongst nations.
