The covenant provides for a reduction of armaments, and declares against private ownership of munitions. The covenant also establishes a general Council of Nations with an Executive Council meeting at frequent intervals; also a permanent international secretariat. . . :V The preamble recites the establishment or mternational laws as the ruJ© of conduct amongst nations. The cc^venant does not provide for international police, but League menxbers' may use force at che recommendation of the Executive Council of ike League if a iia-t-ion makes war without first submitting to arbitration. —Aus.-N.Z.
