Scientific Anglo-Ameri. can co-operation, which will vitally affect the future conduct of the war, was arranged, including, besides military aid, full co-operation in the British blockade system. Arrangements were made fpr "United States Consels in Hoi. land and Scandinavia to oversee the rationing of those countries, and also for American preferential commercial treatment to the Allies.
