NON-PARTY CABINET FORMED

TOKIO, Oct. 10. Mairshal Terauchi has formed a nonparty Cabinet, which is expected to be short-lived, though it may conclude a settlement of the China difficulty before the Assembly of the Diet in January, and thus gain the support of the House of Representatives, which is now hostile.
Baron Gotto will take charge of the Home Office, Baron Motono will be Foreign Minister, and General Oshema Minister of War.
