The Unitedi States is ■ willing at all times to use its good .offices towards any belligerent, but ; nothing will be done unless a definite request is made. NEW YORK, Sept. 3. The Exchange market is demoralised. , An increase of ten cents in exchange Jwas recorded, but within a few mm.- . .vtes later it was less than four cents. The fluctuations were largely due to market manipulations.
