The Czar, at the Winter Palace, gave an audience to the Council of Empire and the Duma. He said: "The enthusiasm and patriotic sentiment of love and faith to the throne which have swept like a hurricane through the country are a guarantee that Russia will bring the war to a happy conclusion. At this moment I see with joy that the utiion of Slavs with Russia will progress strongly and indissolubly."
