BOROUGH COUNCIL

(From Our Own Correspondent.) Tke Borough Council met on Friday night. Present: The, Mayor (Mr T. B, Crump), Crs. J. Phillips, H. A. Nuttall, J. Baljantine, F. Amoore, G. Wi Tayler, and L. Hill. Mr J. G. Wilson wrote acknowledging resolution of appreciation of his serviced in connection with the strike.— I Received. '

The New Zealand Axemen's Association wrote asking for the use of Tuaroatii Park to hold the Carnival and also to erect tents on the usual conditions.—Granted.

The Hawera County Council forwarded/notices'of certain transfers as required under section 5 of The Local Bodies. Loans Amendment Act, 1912.— Referred to the Finance Committee, with power to appoint representatives to confer with other local, bodies concerned. "The Horticultural Society wrote asking for a ; reduction in' the charge of £1 for the-use of Town Hall for meetings. —Referred to Finance Committee. ' COMMITTEE REPORTS. j

.The Works Committee, among other things, recommended the acceptance of IM, W. Bridger's tender for dog eol'lars for the ensuing year at tie rate of @2d per collar. W. Davis was recommended for the position of dog registrar for the ensuing year. The Council was recommended to take into consideration the purchase *of a email tar sprayer, as indicated ittl the Foreman's supplementary report, subject to further information: being obtained proving satisfactory.—Referred to "Works Committee to report. Other recommendations were adopted. Finance Committee.—Committee recommended that a grant of £15 be made to tho. Eltham District High School. —Adopted. The foreman reported that the new asphalting plant was being erected in the new yard and would be ready for -use early next year. . The annual holiday was granted to the foreman.

The gas manager reported that he was mixing tar with the coal and a better quality and increased productions of gas was obtained.—Adopted. Th« Mayor said as this was the last meeting of the year he took the opportunity of wishing the councillors and burgesses the compliments of the seaeon. He referred to some adverse circumstances at the present time—particularly the strike and the consequent tightness of money. He hoped, however, t^atthev would tide over these difficulties and that their Christmas would be a pleasant one.

Crs. Tayler, Hill, and Phillips thfcnk-■e.i.t-he Mayor for his kind expressions. At the invitation of the Mayor all present adjourned to the supper room. The Hoii. W. Carncross. M.L.C., and Mr C. A. Wilkinson, M.P., were present. A very pleasant little function took place, a number of toasts were honored, and very felicitous and interesting speeches made. In proposing the toast of "The Continued Prosoeritv of the Borough," the Mayor snoke of the growth of the town of Eltham, and said they had a little town to be proud of. He coupled the toast with tbp names of Messrs Carncross and Wilkinson, and expressed his pleasure at having two legislators present. Eltham bad reason to be proud of its representation in Parliament^ both in the House and in the Council. In Mr Wilkinson they had a representative full of zeal, enthusiasm, and industry. In matters of legislation and in departmental work Mr Wilkinson was equally assiduous and thorough. Mr Wilkinson, in reply, said that it r?-ave very, great pleasure at all times to do anything to forward the interests .of the borough of Eltham, whether in I a local canacity or in Parliament. The bo™«p:h had a good council and capable Mayor, and their public men were something to be proud of. . He spoke ot the great growth and expansion of Taranaki as compared "with some of the older provinces during the last Mttei. years. It had advanced 115 per cent, as against 10 per cent, in ISelson. In his legislative capacity he expressed his appreciation of the assistance he had received from Mr Carncross.

Honi Mr Carncross also replied, and expressed his satisfaction with the municipal progress of the town. He also said that it was recognised in Wellington that Eltham had the liveliest member in the House. He referred to the work of the session, and said that it had been very satisfactory. The iJik-otive Upper House Bill had been thrown out, and he thought that the public now recognised that two elective Houses would not. be satisfactory. Cr. Nuttall expressed good feelings towards Mayor and Mayoress and family. He endorsed the'remarks of Mr Carneross with reference to Mr \\ilkinson, and thanked Mr Wilkinson tor what he had done in connection with the Fire Brigades Act. The toast of " His Worship the Mayor" was proposed by Mr Carneross, who referred in very apprecia- : tire terms to the local body work done by Mr Crump. Mr Crump thanked Mr Carneross and those present for the very hearty way they had received the toast. He spoke of the initial difficulties in the formation of the borough anl his own attitude and assistance m connection therewith. He spoke of the very satisfactory features of public service in the town which had been undertaken and carried out by some of its best citizens. He regarded municipal work equally as important as parliamentary work, and he was very pleased to be able to do his share, l'he borough had been excellently served by its staff. Mr Wilkinson proposed the toast of the /Borough Councillors," which was responded ty by-Crs. Hill and Amoore. Cr. Hill, in his reply, specially mentioned the scheme of asphalting the streets and footpaths, and also the cleanliness of the town. Cr. Amoore spoke of the unanimity with which the present councillors, worked.-'

"The Staff" was proposed by Cr. Hill and responded to by Messrs Poynter, Hansen, and Marriott. "The Press" was proposed by Mr Wilkinson and responded to by representatives present."
