CHINESE PRESIDENTIAL ELECTION.
PEKIN, Oct .7. Yuan-Shih-Kai's election was a foregone conclusion mainly because he was able to exercise force over the nominally representative bodies assembled there. Few foreigners believe that the Chinese will be capable of restoring order without foreign assistance, as chaos reigns in a large portion of the country.
