?B¥ CABLE—JPBESS ASSOCIATION—COPYBIGHT LONDON, Oct. 7. Ministerialists consider that the Parliament Act .provides the machinery for a possible compromise on Home Rule. The Unionists believe the Cabinet will court disaster unless an election is held. Neither side entertains real expectations of advances from the other. Mr Asquith has arrived at Balmoral. Sir E. Carson and Mr Smith have conferred with-Mr Bonar Law on the Ulster situation. Mr McKenna, speaking at Pontypool, • -declared that to grant a conference meant pointless procrastination, when one party only advanced direct negative proposals. Sir E. Carson wanted a privileged minority to dictate the laws -of his country. The Government was not going to submit to minority rule or anarchy.
