PROPOSED LEGISLATION

The report of Sir Charles MacKellar on neglected and delinquent children, tabled in the Assembly, makes a number of recommendations for bettering the system, including the introduction of the Borstal reformatory system, the reorganisation of courts so that young children shall be judged psychologically and sociologically instead of merely from legal standards, the regulation of the circulation and permission of literature, and the attendance of children at picture-shews. Legislation is proposed to compel defaulting husbands and fathers to maintain their families; that an officer of the Children's Council should appear in all affiliation cases, and, when required, proceed on behalf of the applicant if satisfied that there is a genuine prima facie case against the putative father. It also provides for the appointment of a guardian for every illegitimate child.
