Further despatches from Viscount Gladstone include a Labor proclamation published at Pretoria, stilting: ,"In the name of law and order, those not having a grievance are invited to •envoi as special police to intimidate citizens who foolishly think they have grievances against the present day pernicious society. Reward —the giory and honor of keeping the workman in his tlace! Roll up! rifles \ be free, ye crocs!"
