BRITAIN NOT TO PARTICIPATE

The Daily Mail's Washington correspondent reports that the British Government has announced that it is not participating in the Panama Exhibition of 1913. Some Continental Governments threaten to be absent on the ground that America cannot guarantee the protection of foreign patents exhibited. (Roa'Mved August 1. 10.30 a.m.) LONDON, July 31. The British Government's abstention from the Panama Exhibition has been officially confirmed. The reasons are not given.
