WASHINGTON, Oct. 23. Senator Marshall, the Democratic Vice-Presidential candidate, is favoring the inclusion of a plank excluding all immigrants likely not to amalgamate with the American people. Dr Woodrow Wilson, it is known, approves of the suggestion, and it is likely that some effort will be made, if he is elected, to give effect to the programme.
