THE MINISTERIAL VETO

[By Telegraph—Special to Star.] WELLINGTON, Aug. 2. The thorny problem involved in respect of the Ministerial veto in railway employees' appeal cases vested in the Minister of Railways formed the subject of an interesting statement made by Mr Herries, Minister of Railways, in the House this afternoon. The Mii-iister said he had hot been long enough in charge of the department to say whether the veto in, appeal cases should be taken away or not. At the first blush he would admit that it did look as if the veto should go, but he could imagine cases where it would be necessary. He could assure the House that if the vute were abolished it would make the position of the gentieman who Held the office of Minister of Railway* very much easier than it tvas at present. He could assure hon. members that the most difficult questions that came before him as Minister were with respect to hiatters as bo whether he should exercise the veto or not. The whole Railway Act was being overhauled and a new Railway A.t:t tras being introduced this session. When it was introduced he would then be able to say whether the veto was going to be abolished.
