Chief Inspector Mulgan, at the Board or Education .advocated that arrangements should be made for a representative school inspector to be sent Home to choose suitable school teachers for New Zealand. He argued that it would be only f air to make Home teachers fully conversant with the nature of their work and environment in this country He maintained that a sup! ply of teachers must be imported for schools to be efficiently manned.
