MELBOURNE, June 25. New Zealand has refused the invitation to send boys to the Commonwealth Naval College, on the ground that the establishment of a New Zealand navy is not contemplated, and, therefore, there is no present necessity for training naval officers. Should suelij,an eventuality occur, the dominion .^oSld be glad to co-operate with the-Commonwealth.
