LONDON, June 25. Mr Orbell gave evidence that the Industrial Council advocated money guarantees. Legislation was required to punish employers outside the Employers' Association. They must have a standard wage agreement. Breakers on either side ought to be punished, and even imprisoned. A man working for less than the. standard wage should be punished. The secretary of the Carmen's Union stated that there have been sixty strikes since the August agreement.
