THREE NEW APPOINTMENTS

[By Telegraph—Special to Star ] WELLINGTON, June 24. Three, ex-members of the House of Representatives, Sir William Steward, Mr T. Y. Duncan, and Mr Tame Parata, have been appointed to the Legislative Council. Until this Parliament they had seats in the Lower House. Mr Duncan, who represented Oamaru, was defeated; but Sir William Steward and Mr Parata decided not to contest the election, both of them having an extremely long record of service to their credit. Sir William Steward now lives in Wellington, and his new colleagues in the Upper House are both South Island residents. Mr Parata will share with Mr Wi Pere the representation of the native race in the Upper House. In connection with appointments of this character, it is interesting to recall that they are for seven years, and that the last occasion on which nominations were made on an extensive scale was by the late Mr Seddon, when 14 gentlemen received the call to the Council. In less than two years, almost half the total number or Legislative Councillors will end their term unless it is decided to reappoint them. Probably before that time some radical measure of reform in the system of constituting the revisionarv chamber will be on the statute-book.'
