TUAN-SHIH-KAI'S PROPOSAL
POSITION OF PREMIER

The President (Yuan-Shih-Kai) has •declined to combine the duties of Presi-dent and Premier, and has -suggested Chang Chun, a wellknown southerner, as Premier. If he declines, he proposes Hsu-Shih--Oiang, a former Imperial guardian. Both are sound men of high literary attainments and free from personal ambitions.
