LONDON, June 9. Mr Hawkes, of Toronto, Canada's -special Commissioner, in a report on the immigration services of the dominion, points out that Australia has become a strong competitor, and he apprehends she will eventually become more formidable. He urges Canada to re-adopt machinery to secure the utmost degree of permanence in the immigration stream and distribution, with greater co-operation by the Federal and Provincial Governments.
