MR BALFOUR ON THE PREROGATIVE.

(Received July 31, 10 a.m.) LONDON, July 30. Mr Pike Pease, Unionist member for Darlington, addressing the Primrose League, said the suggestion that Unionist peers should vote for the Parliament Bill was unthinkable.

Mr Balfour, writing to his constituents, said that the country ought thoroughly to realise that the Unionist party does not acquiesce with the Radicals in the new constitution, and that he' regards modern Ministers' abuse of the prerogative as no less fatal than the King's abuse in olden times.
