A FURTHER PROTEST.
LONDON, Jan. 25. The Manchester Gkiardian regards the Declaration of London as unwise. It would mean the abandonment of the principle which England defended for a century, namely, that €ie onus of proof lay with the o&ptor, wfcile the Declaration of London lays the burden on the owner. If the "Declara>ti«a can be »ade binding, it_ would be as easy to secure the prohibition of capfmre of private property altogether. Enghmd has two courses open, either to m'tfk* the sea in war time British territory, involving enormous cost; or to secuTe ithe complete freedom of the seas to eiisimerce.
