LONDON, Jan. 25. The Manchester Gkiardian regards the Declaration of London as unwise. It would mean the abandonment of the principle which England defended for a century, namely, that €ie onus of proof lay with the o&ptor, wfcile the Declaration of London lays the burden on the owner.
