The sitting of the South Island Railway Appeal Board opened to-day, when an appeal by W. McLeod, ex-cadet, against his dismissal was heard. The circumstances of the case showed that on December 24, 1906, at Waikouaiti, McLeod lowered a signal to clear without first ascertaining whether the line was clear. As a matter of fact, a porter who had been shunting a few hours previously neglleoted to lock the points, and as the result of the clear , signal the driver of a goods train ran into J the points standing at half-cock, tihe engine and twb waggons being derailed. For the i appellant it was contended that he simply ; cairried out the instructions of the station- ■ master, and that the punishment was more severe than the circumstances warranted. Decision was reserved. i EAST COAST PROGRESS. GISBORNE, March 21. The progress of this district is being shown in pleasing manner by the improved finances of local governing bodies. The Borough Council has cleared off its overdraft, and on general account boasts of a surplus. The Cook County Qbuncai fbr thse first tame in its history can make a similar boast. At last meeting there was an overdraft to the extent, of about £6000; now theme is a credit of about £300.
