ST. PETERSBURG, July 10.
A heated debate took place in the Duma on tfo» Bielostok massacres. Th© Government was warned of the danger of turning a deaf ear to murmurs of the comirig storm which threatened a terrible explosion involving tremendous consequences. Leaders of the .Constitutional Democrats declare that th© two cardinal points in their rrogrammo are selection of th© Ministry from th© majority of- th© Duma, and' the acceptance of partial expropriation as the solution of th© agrarian problem. Th© I arty do not insist on the immediate introduction of Parliamentary Government.
