The Agrarian Committee of the Duma endorsed the first clause of the Constitutional Democratic programme, involving partial expropriation of private lands and appropriation of all State, Crown, and ecclesiastical lands for the usufruct of the peasants. General Trepoff, interviewed, attributed the upheaval principally to Jewish intrigues. He declared Urusoff lied when he accused the authorities of inciting the massacre, though it was no wonder if the much-provoked officials sometimes indulged in reprisals He denied that the revolutionary ferment in the army was serious.
