IMPORTANT REFORMS URGED,

Great importance is attached to the Moscow municipality's unanimous resolution urging the absolute necessity for the following reforms: (1) Legal protection of the subject against official caprice; (2) repeal of exceptional laws; (3) freedom of conscience, creed, the press, and meetings should be guaranteed; (4) the definite embodiment of these reforms in the constitution, with the aid of freelyelected popular representatives; (5) the establishment of public control over the Government.
