, LONDON, November 8. ; It w expected that Admiral Sir John Fisher (First Naval Lord) or Admiral Lord falter Talbot Kerr (who preceded Sir John Forrest as Fint Naval Lord) mil represent England on the International Commission. Admiral Dewcy (whoie fleet destroyed the Spanish squadrpn at Manila on May lat, 1898) i? considered likely to represent America; and Admiral Fournier is the probable representative of France.
FACILITIES OF COMMUNICATION.
(Received November 8, 9.66 p.m.) . LONDON, NovemW 8. Four British battleships, equipped with ethergraphs, are following Admiral Rohjeshenski, thus enabling the Czar to communicate with the Admiral in regard to the witnesses' statements at the enquiry.
CZAR AND ADMIRAL.
THE "MISUNDERSTANDING."
(Received November B, 9.56 p.m.) LONDON, November 8. The Czar has telegraphed to Admiral Rozhdestvensky, commander of 4he Baltic fleet:— "l am with , you and your dear squadron. Am sure misunderstanding will soon be put right." The Standard declares (he Czar's effusive felicitations to Admiral Rozhdettvenaky. are injudicious and not reassuring.
BARON HAYABHI INTERVIEWED.
LONDON, November 8. Baron Hayashi^ Japanese Minister in London, interviewed regarding the Baltio fleet outrage, declared there were no^ Japanese torpedoers or Japanese off the* Dogger Bank on the night of October 21st. '
