If the existing laws are inadequate for the avoidance of entangling foreign alliances he urged that the United States should repudiate the ro,le of continental policeman and foreign 'debt collector. It would be sufficient for her to see that th% oj^hcr American States were enabled \<& work out their destiny without European coercion.
