(Received September 26, B.HT m.m.l LONDON, September 24. At General Kuropatkin'a 4*que*t General Orloff has . been recalled to St. Petersburg and dismissed from the army. The commissariat officer at St. Petersburg was courtmartialled for substituting sand for explosives and seventeen waggon loads of mines intended for the front.
