ANTI-MILITARY RIOTS.
RESERVISTS REFUSE TO GO TO THfc.
FRONT.
{Received September 24. 8.40 a.m ) LONDON, September 23. Anti-military riots have occurred at Odessa, the reservists refusing to start for the front. A detachment of troops sent to suppress the riots refused to obey orders. The Times' military critic urges the Japanese cavalry to emulate the Boers in train-wrecking tactics.
