CHINESE AFFAIRS.
RUSSIA WILL NOT ALTER HER PLANS. Received February 26, 1 C a.m. London, February 25. The agreement made between Russia and a Tartar General atKirior in March, 1901, giving Russia and China exclusive mining rights in Manchuria, is still unratified by tbe Chinese Government. M. Lessar, Russian Ambassador, declares the Anglo-Japanese treaty will not alter Russia's plans in regard to. China, and Russia does not desire privileges greater than "those given to other Powers, and will undeviatingly follow her settled polioy. HOW RUSSIA IS ACTING. WHAT JAPAN COULD DO. Received February 26, 10 a.m. London, February 26. The Times' correspondent, Dr Morrison, states that the Russians decline to restore the Shanhaikwan-Niu-chwang railway to the civil Government of Niu-chwang until international administration at Tientsin ceases. There are sixty-three thousand Russian troops in Manchuria. The Japanese assert they are able to land 150,000 men in Manchuria in a ironth.
