SCHEME FOR COLONIAL RESERVES. A BIG PROGRAMME. Received February 23, 4.43 p.m. London, February 22. In the House of Commons, on the debate on the Naval Estimates, Mr Arnold Foster, Parliamentary Secretary to the Admiralty, announced that it was proposed to introduce a bill enabling the enrolment of naval reservists in every colony which was willing to comply with the Admiralty's terms. He stated that five submarines would bo completed this year, and that the Government intended building more. He indicated there would be extensive re-armaments of tbe smaller battleships and large cruisers with the most powerful modern guns, and added that " next year 87 warships will be under con- ! struotion. Our programme maintains a standard of naval strength in excess of any two Powers' standard, while our magazines are full of armour-piercing projectiles and ammunition."
