The Zealandia Fair was well patronised last evening. It will be continued this evening. The full programme of danoes will be gone through at a matinee tomorrow at 8 p.m., when the children, who will be admitted free, will be given a treat.

HON. A. J. CADMAN AND THE HARBOUE BOARD. PROPOSALS FOR IMPROVING THE HARBOUR. (TaranaUi News.) The following is a copy of the memorandum forwarded by the Hon. A J. Cabman, 0.M.G., to Mr J. B. Connett, chairman of the Harbour Board, containing his proposals for improving the harbour. In his letter, Mr Cadman reiterated his opinion " that the Harbour Board is the proper authority to carry out the improvements to the harbour." He, however, submits the following proposals for the consideration of the Board, and a copy of the memorandum has been forwarded to each member: Memorandum of proposals for completion of New Plymouth breakwater and increasing She wharf accommodation, enclosed in my letter of 18th February, to the Chairman of the Board. 1. Liability to levy rates on land within the present harbour rating district to be abolished. 2. Proposed company to take over present harbour liability. 8. Company to assume control of the harbour, together with wharves, breakwater, plant, works, endowments, and revenue of every description for fifty six (56) years. 4. Government, Harbor Board, or other local authority then to have power to resume possession at valuation. 5. Maximum charge for harbor dues and port charges to be fixed by mutual arrangement, leaving it to the company to reduce same if they consider it advisable. 6. All harbour works, plant, etc., to be valued when taken over by company, and the whole of the works, plant, etc., to be again valued at expiry of fifty-six (56) years, the company to be paid the difference by the body empowered to resume possession, the company to remain in undisputed possession until they have reoeived the amount due. 7. Work to be commenced within months from date of agreement. 8. Engineer in charge of works to be approved by company, Harbor Board, and Government before works are proceeded with. 9. Harbor Board to promote legislation necessary to give effect to any agreement arrived at. , , (Signed) A. J. Cadman. 18th February, 1902.
