NEWS AND NOTES.

Mr W. C. Buchanan has intimated his intention of contesting the Wairarapa seat in the Opposition interest.

A case of some importance to local bodies, as affecting the execution of public works, was recently decided by the Judical Committee of the Privy Council, when their Lordships reversed a judgment of the Supreme Court of Weßt Australia. Mrs Annois, of Fremantle, sued the Town Council for £1000' because in the erercise of their jurisdiction they reduend a gradient in Sewell-street, where the lady had a house, in such a way as to leave her domioile with a drop of 6ft to Bft to the road. The jury gave a verdiot for the defendants, and this decision— reversed on appeal— is now restored. Lord Macnaughten, in giving judgment, laid down the law clearly. The law, he said, has been settled for the last hundred years. If persons in the position of the appellants, aotiDg in the exeoution of a public trust, and for the public benefit, did an act whioh they were authorised by law to do, and did it in a proper manner, though the act so done worked a special injury to a particular individual, the individual oould not maintain an action. He was without remedy, unless a remedy was provided by the statute,

Referring to the transference of Inspector Gillies, the Wanganui Herald says it has been his aim, without fear or favour, to ccc that criminals are brought to justice. Moreover, he has inculcated amongst his v men that it is not a policeman's lot to c make crime, but to preserve the would-be \ criminal from facing the dock if it is at all poisible. i A settler in the Leviu district informs c a contemporary that he has decided to try 1 the experiment of manuring some of his t land with sawdust Irom one of the local j mills. The material will be ploughed f deeply into the soil. , The Feilding Star says the Crown Prose- ] I outor has decided not to take any further i proceedings in oonnection with the recent ] shooting accident which resulted in the , death of Volunteer Crawford. One of the eccentricities of last week's i waterspout (says the Waitara correspon- i dent of the Taranaki Herald) was to lift a young man off the wall at the heads, parry ■ him some 20 feet, and quietly drop him in , for a sea bath. Inspector O'Brien, of Napier, is to be i replaced by Inspector McDonnell, of Grey- " mouth. Sub-Inspector Wilson, of Wollington, is to be promoted to the inspector1 ship at Greymouth, and will be succeeded by Sergeant O'Donovan, of Wellington. Sergeant Dwyer, of Wanganui, becomes a sub-inspector. It is understood (says an exchange) that Mr J. May, stationmaster at Hawera, ! succeeds Mr Stewart at Waimate (Otago), ' and that he will take up his new duties shortly. Mr Stewart goes to Stratford. • The following persons have been appointed Justices of the Peace in Taranaki : Thomas L Joll, Okaiawa ; Frank Lehrke, Midhirst; William H. McGarry, Eltham; Arthur Ogle, Waitara ; Thomas Bapley, Stratford. A Press telegram says that Mr E. G. Jelliooe, solicitor, of Wellington, has issued a writ against Mr Haselden, S.M., claiming £501 damages for alleged defamatory statements made by Mr Haselden as chairman of the Point Halswell Gaol Commission at the opening of the prison management inquiry on Monday last. Before Mr Stanford, S.M. (the Taranaki Herald reports), at Inglewood, on Wednesday, a case was brought by the Stock Inspector against Mr W. H. Franklyn for allowing ragwort to grow on his land. Mr Weston appeared for the Inspector, and i Mr Hughes fur Mr Frauklyn. The Inspec- J tor, Mr Rowan, intimated that as this was I the first case brought before the Court ' the Department did not wi&h to press for a heavy penalty, the main object being to bring the matter before the public notice. In future, however, the Department would be more strict. Mr Hughes said Mr Franklyn had done everything in his power to eradicate the weed. He had several men working for Rome time, as well as his own family, and it had cost him a lot of money already. The weed h.td been in the district for twenty years. ' $lt Stanford said farmers must comply immediately with notices given by the Stock Inspector. As this was the first case, and as the Department did not press for a penalty, he would not impose one, but he wished it to be thoroughly understood that should a similar case be brought before him he would impose the full penalty of £50. The formers must not see the country ruined by noxious weeks. On Wednesday next, Mr Ne.vton King willfhold a clearing sale of dairy and farm stock near Eltham on account of Messrs Knight Bros., who have sold their farm. The cows are a nice lot, in good condition, and are due to calve about August and September, thu3 coming in at a most profitable time.
