London, February 20.
Colonel John Hay, U.S. Secretary for State, has sent a vigorous note to Russia and China, insisting on equal rights and advantages to all the Powers in China. He states that a Russian monopoly in Manchuria would inevitably load to similar demands from other Powers elsewhere, thus wrecking the " open door " policy. Received February 21, 9.20 a.m.
Berlin, February 20. The Budget Committee of the Reichstag has drastically reduced the estimates of the German expeditionary force to China, manifesting strong feeling against the formation of a colonial army.
Indications were given that Germany contemplates the retention of 800 troops in Shanghai, and strongly fortifying Eiaocbau, providing accommodation there for 5,000.
