London, February 12. The House of Commons is discussing the Procedure Bill. Sir Campbell Eannennan and Sir Wm. Harcourt contended the punishments were too drastic, and especially aimed at Nationalists. The insistence on an apology would be humiliating, immoral, and unnecessary.
Messrs Balfour and Chamberlain denied that the Bill was aimed at Nationalists. It was framed against offences not individuals.
