London, February 5. There were 1240 small-pox cases, and 89 deaths during last week, an increase of 5 on the previous week.

Lord Cannington has called attention to Bergd's conviction in Liverpool in May for deception in connection with the labelling of New Zealand lamb.
THE STONE AFFAIR.
Constantinople, February 5. The building where the party conveying the ransom for Miss Stone slept was wilfully fired, but the ransom was saved. Turks are objecting to the payment on Turkish soil.
PHILIPPINES.
Washington, February 5. Schwima, head of the first . Phillipine Commission, is reversing a former recommendation, and now advocates independence. There is a growing feeling that tho islands are troublesome and costly.
