FRANCE AND RUSSIA,
Paris, February 4. Socialist members of the Chamber of Deputies caused a scene in the Chamber yosterday by protesting against a vote of three million francs in connection with the Czar's recent visit to Compeigne. They declared that France's precipitate retreat from the Mytilene ports was due to Russian pressure. M. Delcasse, Minister for Foreign Affairs, denied there was a shadow of pressure.
