London, January 31. The Bight Hon. A,- J. Balfour, Leader of the House, explained in the House of Commons the provisions of the Procedure Bill. Two sittings were proposed to be held daily, and days allotted for supply would be Umited. The method of division would be simplified, discussion on the report stage of bills restricted, changes made in committee, and discussions relating to privilege referred to a special committee. Members who were suspended for the first time would be excluded for twenty days upon which the House sits, for a second offence forty days, and for a third eighty. Excluded members would only then be readmitted upon apologising in writing to the Speaker, Members disobeying after their suspension would be excluded for eighty Parliamentary days, or for the remainder of the session. The bill further provides that in event of a crisis or disorder the Speaker shall be entitled to suspend the sittings of the House. The bill was favorably received. Beceived February 1, 9.6 a.m.

London, January 81. The Eight Hon. W. St. J. Brodrick, Secretary of State for War, in the House of Commons, said New South Wales alone raised the question of disbursements, but the decision to pay commission applied to all the colonies, and the Premiers had been bo informed. The Bight Hon. W. H. Long's Water Board Bill was introduced, and well received.
