[ It is stated here that the Governments ■ of Russia and France assented to the i agreement before its publication, hence j the annexation of Manchuria has been ; cancelled. i It is also understood that Germany secures commercial facilities in certain British dependencies. ', London, Ootober 24. Router reports that the agreement is ■ not aimed at Russia, and that the Manchuria railway concessions have not been affected. The main object is to unite the Allies on a basis upholding the integrity of China, without reference to railway arrangements. The Odessa correspondent of the Daily News learns that the Chinese Ambassador at St. Petersburg and the Russian Minister of Foreign Affairs (Count Lamsdorff) have arranged preliminaries for a Russo Chinese agreement. BRITAIN LEASES A PORT. Received October 25, 8.48 a.m. London, October 2,4. The Globe states that Great Britain leased Port Ohingwintas from the harbour works contractors for eight months, beginning six weeks from date. The intention is to land troops and stores for Peking at Chingwintas during the winter season. By means of a branch to the main trunk railway line, supplies will be forwarded to the capital. The Standard states that the new German Minister (Dr Munn) has arrived at Peking, but will not commence peace negotiations until Li Hung Chang and Prince Ching have proved their credentials and the punishment of the reactionary ringleaders. PROOF OF TUAN'S GUILT. Received October 25, 10 a.m. Hong Eong, Ootober 15. Col. Locne Campbell's force captured Bigang, which 1000 Imperial troops had evacuated. They found at Menanhoien Prince Tuan's letter ordering the extermination of the expedition while among the marshes.
