The House met at 2.30. LORD ROBERTS. The Premier read a cable from Lord Roberts, acknowledging the congratulations of the House on his being appointed Commander-in-Chief of the British forces. OLD SOLDIERS' CLAIMS. The Petitions Committee reported on a number of clakns from old soldiers to pensions, recommending that further enquiry be made into the claims. QUESTIONS. In answer to questions, Ministers said That no ejectments would take place on the Pomahaka estate until inquiries were made into the matter. That it would not be necessary to appoint officers to govern Cook Islands, as there would be a system of local self-government, and they would be self-supporting. That it was proposed to take a census on the 31st March. IMPRISONMENT FOR DEBT. The debate on the motion that the report of the conference on the amendments made by the Council on the Imprisonment for Debt Limitation Bill be agreed to was resumed. Messrs Herries, Guinness, and Hanan objected to the amendments. The Premier said some magistrates had strained the law in imprisoning debtors for contempt of Court. The motion that the report of the conference be agreed to was carried by 31 to 18.

INSURANCES.

Mr Seddon moved the second reading *of the Foreign Insurance Companies Deposits Bill, providing for a fee for trustees' certificate, was carried on the voices

CIVIL SERVICE.

The House went into committee on the Civil Service Examination Bill. The bill passed. FBOGBESS* OF BILLS.

The Manual and Technical Instruction Bills passed through committee. The Private Industrial Inspection and Industrial Schools Act AmendmenD Bill also passed through committee, was read a third time, and passed, an amendment being made abolishing private industrial schools as far as the Act is concerned.

The Foreign Insurance Companies Deposits, Manual and Technical Instruction, and Civil Service Examination Bills passed their final stages. The House rose at 6.40 a.m.
