De Giers, Russian Ambassador, has informed his colleagues that his Government, with the other Powers, had agreed in the principle to withdraw from Peking and negotiate at Tientsin. The viceroys remaining at home are being consulted by telegraph. The Allies already declare the appointment of Tung-lu to be impossible, he having taken part in tho actuck on the Legations.
