It is officially announced that Lord Roberts succeeds Lord Wolseley as Commander-in-Chief. The newspapers declare that the nation will hail the birthday gift with expressions of confidence and satisfaction, and the whole army with a sense of delight. There are indications that Lord Kitchener will assist in the re-organisa-tion of the army.
